218 000 people, a student-driven club scene, and the Rotuaari pedestrian strip with most of the city's venues inside a short walk. Oulu is the only northern city with weeknights that actually run; the crowd moves between 45 Special, Kaarlenholvi and St Michael until late. 2026 adds the European Capital of Culture programme: 1 500 events including Air Guitar World Championships, Qstock, Elojazz and the Frozen People winter festival.
